Every country has its own ISBN issuing authority, and depending upon the country you live in you may be entitled to free and unlimited ISBNs.
If you live in the U.S. Ingram will sell you ISBNs for $25 per unit via Bowker and through the title set up portal, or issue you one for free with the trade off being you cannot use the ISBN outside of Ingram.
